Here is a whole list, Some free some not.
I would personally suggest GIMP, and Paint Tool Sai, People who tend to use those two tend to be pretty pleased with them.
For 3D, Blender works Well enough.
Well Good luck, Download a few and try them out.
I know ToaS hates simple Redirect post, so I try and spice it up.
