Virus help!!

Hello all!
I have a huge problem.
Today I wake up and turn on my main computer. Loh and behold, Blue screen of death. Feck.
I've spent hours apon hours trying to fix this problem to no avail.
So I come to you. I need your help. Here are my concerns.
1. For some reason, "F8" will not allow me to get into safe mode. It will only let me select my boot device.
2. System restore isn't working at all.
3. I've spent all day rolling around in command prompt and trying to open msconfig.exe, unfortunately it's persistent in saying I don't have admin privilages, and on top of that, when I use "runas", it gives me error 1060, saying that "The specified service does not exist as an installed service", although I can clearly see the file. Feck.
4. "Explorerframe.dll" is missing. What the fuckkkk?
5. The specific error is "0x0000007B (0xFFFFF880009A9928, 0xFFFFFFFFC0000034, 0X0000000000000000, 0X0000000000000000" Feck.
6. My computer on startup is "No any drivers exist".
My computer is a "Velocity Micro".
If there are any other questions, please ask and I'll do my best to answer.

But seriously, if you don't have a Windows Boot CD/DVD you're practically stuck, and it's not cheap.
What operating system are you running? XP, or Vista+?

When Windows asks you where to install, select C:/ (or whatever) and click "Format".
Hope you don't have anything of importance, or value on your HDD.

A reformat wipes EVERYTHING clean off. Nothing at all is ever left behind ever in a reformat. Anything installed is gone, all your web history, hell, you'll even end up with the default anti-virus and stuck using windows 6. First thing you should do, install avast, THEN your favorite browser.

Press F8 just before your PC starts loading Windows and you should get some boot options. Choose safe mode, then open System Restore, and choose a restore point from before you noticed the issue.

If you've got a recovery or boot disk, use that. But you can still save your important files and documents and shit before doing so. You won't be able to save installed programs but if you want to keep all your documents (photos, videos, music, etc), do the following:
Download and burn a Slax disc.
Use it to boot into Linux, plug a USB stick in, and access your hard drives and drag your files over and save them onto the memory stick.
