I already have the animation out but it looks to monotoned. Any tips/advice? or is flash just not cut out for high detailed water.
NEVER FORGET.
imagine blue lines coming down this guys eyes, this is my problem since the rest of the animation is considerably detailed

You didn't really give any details about what you wanted to do in the first post, because what I was imagining was a body of water, such as a river/pond.
Now that I know you want to animate water to make your character look like they're crying, there's a number of ways to do it, depending on the effect you want. If you're wanting a constant stream of tears, I'm sure you could just use cyan (or a slightly darker blue) with the alpha turned down, for example 30%, and animate a frame by frame development of the stream.
Another method would be the single tear, or tears welling up in his eyes, but again, I don't really know what you intend to do.
Also, I don't know what you mean by very detailed work. Are you above (as in, possessing skills above and beyond) blue with alpha turned down, or are you asking because you've never done it before? If it's the latter, I'd consider some of the tips I mentioned above. If it's the former, I don't have much to help you with, but the tips people can offer depends on the details you offer. Like maybe post up a snippet of your WiP, so we have a better idea of your idea of "detailed".
As above, or you could fill it black with the alpha at about 10%, and draw some white (alpha'd to taste) shine marks in to make it slightly realistic.
If you change the fill colour to brown, he will look like tree-man
half tree, half man... <.< >.>
