There's a free version of Paint Tool SAI to download, but forgot which site has it.
You're fine with just GIMP for now, honestly. Photoshop isn't going to make you better, it's like what they say, you can't polish a turd. (not that I've seen your art, so I wouldn't know how turd-y it is)

I only use GIMP and Inkscape. My only complaint with GIMP is it's bloated with features I don't use and the 2 windows keep moving around.

I don't know which ones fit your needs, but I'm sure you can find a program that does by comparing them/looking at specs on their sites
