Signatures are what you write down to verify that you approved of something.
Can't I put down a smiley face as mine? I'd do it on everything, then it'd be considered my signature.

No the entire point of a signature is so your NAME is embedded into the paper, you can give your signature a personal flare (so long as it's readable) but a symbol cannot replace a signature.

You can, but it isn't very safe. Everybody knows how to draw a smiley face.

Matter of fact, it's completely legal. I know people who do Korean symbols (because they happen to be Korean) as their signature, so a smiley face isn't too far removed from it. I remember for a while using the infinity symbol because it actually managed to coincide with my initials.

The point of a signature is that its, well, its your signature. Do with it what you will.

I think you can do whatever you want with your signature, put a smiley on it, whatever. I saw a Korean (who's in my class)'s signature look like a smiley face with a line on it or something. Feel free to do so; your idea of a signature being a "personal stamp of approval" isn't wrong.
