Probably no limit but if it is small enough (maybe less than 100 dollars) then I doubt the people would be able to go to court over it.

I doubt I would even bother suing over a dollar, you could find some change on teh ground later that day or something. I have however heard some people have the shit beaten out of them because of a stupid measly dollar.
