You either have the foreground color set to black, which is not the likeliest of scenarios... or the file could be set to Grayscale. In the menubar, go to "Image/Mode: then select 'RGB Color'", that should fix it. If it's a new file then be sure to select RGB color under the "Color Mode" before creating the canvas.
Then you'll have to point us to where you downloaded the brushes so that we could confirm if they have any colour data attached to them or if you are expected to choose the colours yourself.
If i change the color of the Brush(any brush) it's still black,even the basic brushes...

Try resetting the preferences. Close PS completely and once you double click the PS icon to open it again, hold down Shift, Alt and Ctrl.. or if you're on the Mac.. Shift, Option, Command. You'll get a dialog box that'll ask to reset, hit yes and see if that works.
