but when I export it or hit 'test movie', flash plays the sound clips ahead of where they're supposed to be in the timeline.
Any advice on how to remedy this?

What sound format are you using?
yes the first precaution you should take is to convert all sound files to compressed wav because it's just about the only format that you can rely on for flash use well all the time
other things you can do are just check where the sound streams from in the timeline to make absolutely sure they're in sync, and check there are no small silent delays at the start of the sound file itself etc
Sound Format is .wav, there only 2 sound clips in the timeline (its a new project)

The 2nd sound clip is about 1/2 a second early early.
(yes this is going to be a spoof of minecraft)
As Polonium said you should compress all the sound files onto one single .Wav sound loop
This is a common problem and there's one thing i must ask you.
Click on the frame your music is on. In the properties, beside where it says sync, does it display the words start or event?
if so there's your problem. set it to stream and you're good to go

Go to publish settings, click the flash tab, click set (next to audio stream) and then change the bit rate to 64 bit. This helped me alot, as I had this issue a few days ago. Good luck fixing it!

Actually its a lot better if you change the audio stream and audio event to 128 bit (this is something I learned from Oney) also change the quality to best.
