Alternative Flash Program?

You can use pencil which is free

He is right but here is a warning if you download the wrong file your computer is fucked so just to be on the safe side I say buy it

I've never used it, but I've heard ToonBoom is the best alternative to Flash. You may want to do some of your own research on it though, because I don't know what it is and is not capable of.

Toonboom programs cost around the same cost as flash and he stated that he can't afford flash

Toonboom animate costs $700 but right now costs $450

Toonboom animate Pro costs $1,200

And they do have many other animation programs visit the Online Store

Toonboom Animate Pro is more for guys who work on Tv Shows.

Synfig (free)
Pencil (free)
Anime Studio (older versions are really cheap, and the newer versions are like 50$)
Pivot (Stick Figure)
PAP (AKA plastic animation paper, its free as well)
