Can someone explain how an animator turns a sketchy looking fbf and smooths it out to something that looks like this...

Do they just trace over and color, or am I doing it right?

I mean by creating frame by frame on adobe flash, i can't seem to convert my sketches into cartoons

It's mostly a long process to get from the first video to the second video. Though, you should be able to do some decent animations if you work at it.
What they did in the first video is they did basic bones/stick figures/poses and did shift to the next major poses in the line. For example. Imagine someone running. To plan out that animation, you would want them to go from standing to running. No human being can go from 0 to 35 too quickly, so you would show the person standing, the person leaning to start his run, leg slightly out and the next parts of the animation would be the person switching legs and actually running. To start off you shouldn't start an animation off at frame by frame but skip a few frames to plan your route then do the in between poses.
Now how do they get it to look so fluid and colored? After all the frames are finished, they go back and draw on clothes, hair, etc on each frame (usually drawing over) and replacing the old frames with a finished product.

Actually, the best thing you can do for yourself is to take a video of a live person and practice with that.
Tracing cartoons won't give you adequate practice. :D Learn from real life as my art teachers used to say.

Thanks for the idea, i'll start with basic hand strokes across the pelvic area and than i'll move to walking.

Alright, this is NOT the video I was looking for BUT this is a very nice tutorial that I found EXTREMELY intuitive and helpful when I learned how to animate. I don't wanna give you the basic bouncing ball, cause that isn't what you asked, but THIS should be VERY helpful if you look through all the parts.
Sorry I couldn't find the video, but this MIGHT be better. Not the BEST animation, but a starter you know? :D

The first video is a Rough animation it's basically an outline of how the animation is going to perform

I'm pretty sure the videos that've been suggested are more than enough help, but the creator of "Simple Tests" has a short 17s scene showing his process of sketch to final cartoon. Perhaps it'll give you some idea of how it can be done:

This is actually the type of video i was looking for to show. It's a great example :D
