Now I've been sprite animating a series without any music just sound effects and voice overs it's not a action movie it's more of a comedy anyways should i continue keeping most scenes quiet with just voice overs and use music for scene introductions?
For a better example.
Scrubs (Comedy Central) is a perfect example.
They use Music for scene intros and random skits but most of their scenes are silent and just voicing which one do you think is better?

quiet scenes are more of a way to show seriousness. try to use music on unimportant scenes.

I'd say exactly the music makes the flash animation serious or not.
Quiet scenes are a FTW for a real movie, but not a flash.
Mostly a good feel of music and rhythm makes the animation more entertaining and serious.
Silent scenes are for a small talks etc...
