I'd recommend using Eclipse, it's a very good IDE and suggested as the only IDE to use with Android development. Don't forget to install the Android SDK as well as going through all the instructions to set up Eclipse with Android.

The android development site pretty much guides you step-by-step on how to setup ADK with eclipse. Not sure if there are other alternatives, but eclipse is not too shabby to work with, esp. with java it is good.
