I take responsibility for that.

and as you mentioned, they are guidelines not law.. Being that we had a small turnout this year around, Its up to judges and staff to decide if a late/ early submission would be allowed.

Its always a benefit to follow the rules of a contest, given a bigger turn out with more submissions of similar quality, those guidelines could have easily been used as a final deciding factor.
