When I try to add someone as a portal buddy, newgrounds says he has to get 'approved'. when I (inpatient as I am) try to add him again, they say he is in the 'pending' list. But when I looked in that list, it was empty. How couldthis be, and how long does it usually take for a producer to get approved?

its probably because they don't want you as a friend.

this isn't facebook btw.

What shall we use to fill the empty spaces?

Actually it works exactly like facebook, you make a request for a portal buddy and the person needs to approve the "buddy" feature.

Much like the friending on facebook.

Or do you mean that everyone mindlessly accept a friend request on facebook? Because yeah, well, thats true I guess.
