I am currently working on a new site where I would like there to be a monthly fee of $10/month. If possible I would like to incorporate paypal somehow so that when a payment is not made, the account is automatically deactivated. Does anyone have experience in this area, or have a better alternative to paypal?

Paypal is the best for this as it's universal and has a widely used API.

I believe Paypal has some sort of API available for multiple things, among them the ability to check for recurring payments and subscriptions, see, there's also a developer sandbox and resources available where you can test before implementation.
