say i were to start a new game and i levled up my sneak skill to 25 before i picked my class.
now if i choose sneak as a major skill will it increase by 25 or stay at 25? because all major skilles start at 25.

It adds another 25 to it, making it 50, I do it all the time by sneaking in the prison before Valen Dreth starts his dialogue.

Yeah it'll add some points onto it. I'm not sure if it adds 25 exactly, but it adds some.

The leveling system is completely different compared to Oblivion. You gain xp in order to level up rather then leveling up one of your major skills 10 times. Once you level up (in Fallout), you distribute points (the number of points depends on your intelligence iirc) to whatever skill you want and you select a perk.
But if you're talking about if you can level up your skill early to get easy points, then no. You can only choose 3 skills that you want in order to get a +5 in them (iirc; it's been over 2 years so I don't remember so much).
