Issues with fixing video proportion

I just recently bought this new video editing software called VideoPad Video Editor Professional and I decided that I was going to use it's export settings menu to warp the proportions of a video I had that was 550x400 and make it 1200x600.

For whatever reason, irritatingly enough, all it did was put this big black obnoxious box around the video while preserving it's the original width/height proportions of the video.

I was wondering if anybody else knew about this and knew how to remedy the problem.
