How to draw manga and yet still not suck:
1) First learn all about anatomy, doing repetitive anatomical exercises and straining your pencil on all aspects of the human body. There are many different subjects on this, and they can be easily studied. Just google "anatomical tutorials", there's quite a few, but you'll get results faster by simply observing photos and models and reproducing what you see on the page/tablet.
2) Once you've learn how to draw, you must now learn to "un-draw". Get rid of all those expressions, and anatomy. Staple emoticons to faces, and the like. You can achieve the same basic results by setting fire to the piece, but generally just look at some anime and reproduce the results. It should be incredibly easy.
A winner is you! Enjoy your new manga.

Hmm..I can see a few of the previous posters kinda sorta maybe dislike anime..
*treads lightly*
Okay, first off. You need to pick the type of anime characters you want to draw. Yes. There are differences. Using more popular examples, the men in DragonBall Z don't look like the men in Sailor Moon, do they?
Pick the type of characters you like. Then try comparing those characters to realistic human figures, or American comic book figures. You should be able to find the differences in anatomy that are repeated over and over in the style of anime you like.
Finding the differences can then help you create them in your own characters.
As for faces, this is also a style choice. I recommend drawing different types of eyes until you find one that suits your style. Then drawing expressions over and over until you have a good grasp on those.
Anime can be as artistic or as simple and plain as you want it to be. But as for learning to draw it...you really need to read manga or watch anime to find the style that appeals most to you!

... who? I've no idea where you're getting this from.
No.
You learn to draw with normal artistic rules, then you draw whichever way you want afterwards, it way easier to learn the right way and then break rules then it is to learn the wrong way and slowly relearn everything correctly (I'm in that second category).
Anime/manga is nice and all, but try being that one that everyone knows by name. Oh wait, there's hundred and thousands and millions of people who draw that exact way. Wouldn't you rather just be yourself instead?
