I have been on a large number of BBS and bulletin boards over the past 10 years and have seen some downright awful ones and some particularly good ones.
Bad - 4chan. All of it.
Good - NG; it has a decent layout and the colour scheme is awesome. Plus the image uploading is easy as pie and looks nice due to the resizing.
It would be easy to say NG is the nicest one just because I'm posting the thread on here, but I honestly haven't seen a nicer one, or spent enough time on any other BBS's to say they are nicer.
Anyone else seen a nicer/worse BBS than NG?
there are a lot of bugs in a few of the good .info sites... but those for the most part are illegal to talk about here

I know right, 4chan would be better with more typing space and not having to put in a fucking verification code EVERY time you want to post.
NG has the best BBS I have seen so far.

Newgrounds has a very beautiful Bulletin Board System, it is easy to handle and looks like a charm, there is no better BBS than Newgrounds.

Newgrounds actually has it's own forum style while most others just use the generic style.
The coolest I've seen is Newgrounds, but I honestly can't really give a good opinion because I haven't been on many other forums, besides 4chan.

You know the verification is a recent addition, right? It was a measure to prevent spamming? Pretty recently added.
And yes, so for aesthetics go, the NG BBS still remains my favourite BBS of all time. Accessability, not so much (quick reply, anyone?), and customizing, not nearly enough. Bu tit looks pretty, so all is forgiven.

Oh, i didn't realize that you were comparing IRL cork bulletin boards with online BBS's. HOW STUPID OF ME.
Internet forums are becoming a global replacement for traditional bulletins. Online bulletin boards are sometimes referred to as message boards. The terms bulletin board, message boards and even internet forums are interchangeable.

Those are the ones I have heard of but they seem hit and miss, they aren't a guaranteed and immediate way to bypass it.
I like Newgrounds BBS the most. I will say it's the most unique, and has the best colour scheme.
I also like DeviantArt's forums and Something Awful's forums.
As for bad, I don't like any of the chan boards, and I don't like boards like Cracked. Mainly Because cracked has a very generic style.
I agree with 4chan. Can it even be considered a BBS? I mean, come on. You're forced to view all of the replies on a thread before you click on it, and have to scroll down a long ways of goatse and idiotic replies to get to the next.
