How to create custom loading scren

How do you guys do that, i'm using Toon Boom both studio and animate 2, can anyone help me out or is it a programming thing?

its a programming thing. I'm pretty sure toonboom doesn't let you program, whereas flash has action script, which allows you to. You can animate in toonboom and add the pre-loader in flash.

i never used toon boom, so i don't know if it can open .fla files, but i do know you can't program using it, try one of these, it a pre-made preloader, it's in .fla
