The criminal, since he himself accept his penalty and understands the reasons why he is given death. Although death penalty is wrong in the sense that it's a easy way out. Cheaper to I can guess.

It still does not change the fact that the hikers committed a crime in their country. It sucks, but if the hikers were to break a law in another country no matter how obscure it may be, then it's another ball game.
However, there are exceptions like if our country were to make an agreement with another government to have our country's citizens to take "photographs" for example, and then suddenly get arrested for just taking photographs without committing another sort of crime around it.
Other than that though, if you are in another country then you have to follow their rules.

I wish Illinois DID have the death penalty, because there are some major criminals who did horrible things, and I think they should've gotten the death penalty.
