top one yes, bottom one no, i was asking for feedback for the top one not the bottom one because that one is done in my eyes

If you consider the top one finished then I would recommend adding head and other missing body parts, fixing the anatomy, cleaning up the lineart, cleaning up the colouring, adding shades and highlights, probably adding a bit of texture to the dress or drawing one yourself and finally drawing a nice background.

I would leave the black outline out of the bottom of the lighthouse. It kind of distract from the idea that it's being obscured and makes it look like that is the actual shape of it.
