okay to trim hedges at 7:30 A.M.?

That's gonna be hard. I'm using a hedge trimmer (don't know if there's an actual word for it.) but it is gas powered and somewhat loud.

I was about to, but there's no gas in the hedge trimmer, and it takes gas mixed with oil.
