I guess so time in the 21st century.
Never.
They're unfeasible and would ultimately be a waste of time and money.
At first I was going to say that this will never happen, but now I can actually imagine it.
22nd or 23rd century.
Only the Japanese can make them, but they can't drive.
I would guess maybe mid 22nd century. I think we would first have to learn how to work jetpacks before we master flying cars, and I think jetpacks will be perfected by the late 21st/early 22nd century.

yes, that's technically a car

This, production of them would be not worth the use they get, also the need to then control the sky for car traffic would just because ridiculous, the roads are bad enough as they are imagine trying to control an entire sky.
There is completely no point in flying cars, raods deal with the need for transport perfectly fine for most cases, and when they don't planes do it. Getting cars for this small spot that boats and planes fill is pointless.

You may be fast on the roads but it's no use on the track.

I guess you have been hiding under a rock. Have you even searched Google images? Flying cars have been around for years.

We already have them. It's a case of waiting till something makes it inconvenient to drive on the road.

The same was once said about using the flow of fumes to generate energy and look at our world now!

and dangerous
Sure cars are dangerous now, but they are also confined to streets.
think if they could go anywhere regardless of streets?
they crash into skyscrapers, they crash in the ocean, they can end up anywhere.
you get 10 flying cars, pack them with explosive, think what terrorist could do?
it's impractical.

We already do. Wake up. This is the 21st century.
Just chillin' like always.
We won't have them in your life time. It not the hard to make a flying car but they will have to be cheap enough for everyone to have one. They will probably skip the flying car thing.
hopefully they'll never go into mass production. i'm hoping we have really fast escalators with seats on them to take people to places.

They already exist.
People would call them "airplanes"
I can make a car fly, all I need are some explosives...
That's like saying when will we have steam powered space submarines.
By the time we have personal transportation capable of flight, we will have made so many advances in technology that the vehicles are incomparable to cars.
In the 1900s people thought the 21st century would look like this:
How many people would have the balls to actually get in a flying car? Even if you did, what about your passengers? Besides, everyone would have to get a pilot's license. Traffic control would be insane. What about police chases? Plus, terrorists could use them. Not only could a crash kill you, you would drop on peoples houses and shit. It's a bad idea. I would never feel safe. People crash into people NOW, into HOUSES now, imagine flying cars? Imagine the cost of gas for those things? Oh, and the cost of the flying cars themselves for that matter?
Use your imagination. It would be chaos. And privacy, my God! Someone could follow you around in the air, or get to places they don't belong, like rooftops. Then people would have to put turret guns on private property. That would be fucking awesome. I have an idea for a movie called Flying Cars.
If you mean:
"technologically possible", they are.
(Also, helicopters qualify very good, apart from the fact that preented one-manned airplanes fit very good too.)
If you mean: "widespread", then, answer is between "never" or "first half of 22nd".
First rule of scifi: never guess inside your lifetime. Even if your predictions won't make sense, you won't be around to be ridiculed. :D
Inefficient.
Think about the amount of energy the car has to constantly has to put out to keep itself afloat, especially if the car weighs around 1250 kg.
Its smarter to use a gas engine, which 50% of the energy is wasted to generate heat, instead of a machine that constantly has to push mass amounts of air around just to keep afloat.
Moved to new account.
I hope never. They would heavily rely on technology and that means they would be open to hackers fucking with them. This could mean mass amounts of people dropping out the sky. Not to mention you can put street lights/streets in the air so the sky would be filled with idiots swerving around.
At least drunk drivers wouldn't have to worry about smashing into trees....
Planes on the other hand.
Never.
They're too heavy and use too much gas.
