I'm currently attending the Vancouver Film School for classic animation and flash animation. There are a ton of great artists here on the New Grounds Audio portal. I know that they allow for the use of their music. However as this school is a comercial entity, and though my film is a student not for profit film. To use the music I need to either find a copy of New Grounds use/rights policy on the Audio portal or get the artist to sign a 3 year waiver allowing the video to be shown at festivals and on the internet (again not for profit) for 3 years.
Does anybody know or can you point me in the direction of New Grounds official policy in writing on the subject? I've already talked to several of the artists who's music I intend to use, however as it was on new grounds I need to see their policy and have a copy for my schools Entertainment Business Management (EBM) group for their legal department.
Any help is greatly appreciated.

Generally, the gist of how it works on newgrounds is that you have to ask permission from the audio artist first before you use their music for anything. If your film is really non-profit, then usually it's not much of a problem.
When and if you start selling it, that's when things get complicated...
Music submitted to Newgrounds is covered via a Creative Commons License, although I'm not sure where the actual linky for the specific one that NG has is.

This is on every audio submission page on Newgrounds. If that's not enough, then this is the technical version of that document.
In short, as long as it's non-commercial, you give the proper credit to the author and in the case you distribute an altered version of the audio track you place it under the same CC license you'll be just fine. Permission from the author is ideal, but not required, as long as you follow the steps outlined in the CC license.

NewGrounds doesn't have a standard waiver, per se.
You'll have to license the song individually with each artist whose music you want to use: that can literally just be asking them to send you a private message saying "I, [user's name] hereby grant [your name], the licensee, non-exclusive permission to use [title of song] for noncommercial purposes for a period of three (3) years starting [date]."

For the schools legal department I actually have to go one step farther and get the artist to sign a 3 year clearance waiver. Stating that though the film is a non commercial film, it will still be used in festivals and as an advertising method for the school to gain new students. But that's within their legal jargen and contract. I've already talked to a few artists about using their music and I just wanted to know the full extent of the CC use on Newgrounds to ensure Newgrounds doesn't get burned in any of this.
