Is there any free music programs that actually MAKES music? If not, is there a website where I can get beats/music?

There are no such things. Technology is not advanced enough to allow people to make music with computers. This is just absurd !
Music and computers... not a match in 100 years.

Still, there is hope. There are devices that allow you to make art from poop.

LMMS is the only free one that I know of, but the majority of people on newgrounds use more advanced (Read: Not free) DAWs like FL Studio, Ableton Live, Logic, Reason, etc. etc...

Well, you got a link to the sticky (aka "New to Audio? Read this first!").
There you have a whole thread named Studios & Editors.
Sure, you might get lost in 11 pages of information, so here's a little help.

Audacity - FREE - sound recorder and editor, one of the best around.
Kristal Audio Engine - FREE - sound recorder and multitracker, not bad, a bit outdated.
Linux MultiMedia Studio (LMMS) - Free - "LMMS is a free cross-platform alternative to commercial programs like FL Studio®, which allow you to produce music with your computer. This includes the creation of melodies and beats, the synthesis and mixing of sounds, and arranging of samples. You can have fun with your MIDI-keyboard and much more; all in a user-friendly and modern interface."
Traverso DAW - Free - recorder and multitracker
Temper - Free - MIDI+Audio sequencer with an emphasis on MIDI
Of course, there are many others, more professional but most of them are not free.
My "weapon of choice" is Mu.Lab which have also a free version. For now this seems the best tool for this price.
