If you use two copyrighted songs in a remix, can you upload it into the audio portal?

You cannot use copyrighted material verbatim under any circumstances, not even as short cameo clips. If, however, you are arranging the two tracks and making a new song with your own equipment and non-copyrighted sounds then it should be alright.

So if this is, say, a mashup, then no dice. If this is an arrangement that uses themes from two different tunes then that'd be awesome and should be perfectly acceptable.

Need some music for a flash or game? Check it out. If none of this works send me a PM, I'm taking requests.

You're only partially correct. The Audio mods tend to not really give a shit if someone popular does this. But in the OP's case, I'd say don't do it until you land a couple best of the week spots.

Happy music making!

If someone is popular it means they have already passed screening by mods which means not much can be done. It does not mean they are in the right. From my understanding, audio mods don't actually have a huge amount of power over deleting tracks.

Rembember: ripping off copyrighted material on newgrounds makes the whole site look bad.
