No, it's not free, you just paid $40 for it. The hardened edition comes with about $5 worth of stuff that isn't that subscription.
So the deal is: $60 just for DLC, or $40 for DLC & extra hardened features & extra premium features.

Something I thought was pretty cool about the premium account was that you get DLC earlier sometimes and you get something every month. So you'd get a new multiplayer or spec ops map every month. Something like that.
