I imagine they would've used a 3D engine. There are a few available for Flash:

Alternativa is cool, BUT you must pay a licence if you want to make money legaly with that 3d library.
And I used Away3D 2.0 for making "3D Car Challenge"
And Papervision3D developpements is stopped now,
so I don't think it is a great thing to work with it for the future.
I head that Alternativa and Away3D are ready for compatibility for Molohill3D on FlashPlayer11
It's possible without a 3D engine too, for example you can see Andre-Michelle's 3D stuff. He has some amazing stuff there, very creative fellow. :D He's put the source code up of some of them too. :)

In my opinion PaperVision is the best library for 3d flash games, especially if you want to create something with ships.
But you can try to implement your own ray caster or 3D stuff.
