Most of the time they smile (except Brock unless he sees a woman).
Honestly what's up with that? Is it an unwritten rule that each anime series requires at least one such character?

Considering the thought that anime characters have in general rather big eyes, it´s maybe a way to make these characters with closed eyes stand more out.

Honestly, I can't think of any characters that keep their eyes closed all the time other than Brock.

Let's not forget Brock's Dad then.

Can you think of characters besides ones from "Pokemon"?

Not offhand, but here we go.
Yeah, I noticed this too, just like the mouth still moving thing
Eita from Shakugan no Shana occassionally opens his eyes when something shocking happens.

It's probably because they need to stand out in an anime world by closing their eyes, and keeping them closed. {as in the case for Brock.} Other times, they have closed eyes to represent that they are blind or something like that, {as the case for Nunnally.} and apprently drawing sunglasses that aren't pointed or stylish just doesn't work for anime creators.
Just stop worrying, and love the bomb.
The majority of anime I watch has no character with their eyes always closed.
???-2004?=dark ages, 2005?=atomic betty era, 2006=red dwarf era, 2007-2009=newgrounds era, 2009-on= anime era.

Good thing I can close my eyes and still not see those animes.
Pretend not to care about anything, but be bothered by everything.
You may be fast on the roads but it's no use on the track.

Then you're one of the select few who ended up watching the few anime series that doesn't have such characters.
Seriously almost every anime series has one.
It's like an unwritten rule.

Take Gin Ichimaru from Bleach as an example. Sinister grin, eyes always closed. Like all other anime characters with closed eyes, his eyes only open out of shock or surprise.
THIS WORLD IS MADE OF LOVE AND PEACE!
Gin Ichimaru. He opened his eyes literally no more than 3/4 times throughout the whole time he was in Bleach. The purple haired twerp.

My lord! You don't mean...
Cho kind of qualifies. His eyes aren't explicitly shown to be closed, but covered at all times.

That's because they're trying to be Asian.

I love fox-faced characters.
Ignore this signature.
Don't forget, what about Jughead? He's not an anime character and his eye's are always glued shut unless he's at a buffet. What about all the characters Rob Liefeld came up with? They always have their eyes closed, so much in fact that it's even garnered the name "Youngbloods Disease", coined by Linkara of ThatGuyWithTheGlasses.com.
It's not just Wapanese cartoons that suffer from Youngbloods Disease my friends.
