everytime i start my computer up safe mode or normally, i keep getting explorer.exe has stopped working then it restarts then fails again, anyone know how to fix this? the only way i got chrome working is rapidly clicking the icon until the task bar disappeared again.

nope, system resore didn't help at all. I think it's a hardware problem, my harddrives gone because it doesn't always get decected my the motherboard, unless i plug it in and out a couple times.

See if this helps at all: Bring up the task manager (ctrl + alt + delete), hit the applications tab, hit "New Task" (Bottom right) and type in explorer. You can also open programs this way without the need for the command prompt.

When this happened recently to someone here, it was because they had remnants of a virus that had recently been removed. Download and run Malwarebytes to make sure nothing is there. If that doesn't help, you're probably going to be forced to wipe the machine and rebuild windows.
