To try and take this thread back onto a more serious note, just try practicing with basic shapes to start off with. This may sound lame, and I'm not going to lie, it is. It's one of the best ways to learn how to draw though. After practicing some basic shapes try moving onto 3D basics like cubes or cylinders. After practicing 3D basics and you feel you got the hang of it, try some basic light shading.

Let's not diminish the situation; OPs art is pretty poor, but quite frankly, coming here to have a jerkfest isn't going to help much. We really can't hand in much advice if you're reluctant towards the idea of spending a little more time on your art. Choose a direction you'd like to follow with your picture and spend some actualy time on it. Drawing pokeballs, minecraft characters and madness scenes isn't really going to help you much, especially if you do so with simple MsPaint tools and such a restrictive palette. Try to draw something more composition oriented, that'll really allow for much more critique.

Not to come off as defending the OP, but I disagree with you there. Madness characters do have somewhat oval-like heads, but not as oval as how the OP drew them.
