Well, Speedy's rival was always Sylvester the cat - a character that had difficulty catching a damn canary trapped in a cage most of the time. Not very impressive
On the other hand, the Road Runner was being chased by Wile E. Coyote - a character that had access to Acme Rockets and a variety of other fast devices.
So, looking at their respective rivals, the Road Runner would have to be a lot faster than Speedy Gonzalez.

Yes but the problem here is that those rockets n' shit always backfired and never even got close to him.
