Well it all really depends on what you're willing to spend.
I started out with a Wacom CTE and have had it for six years and it still works great for anything from animation to digital painting. It was also very affordable. But if you want to just go for the big time (and aren't afraid to spend 1k) Then go for the CINTQ tablets. Best on the market. Wish I could afford it T_T
DON'T go and by a bamboo tablet. They might be cheap and readily available but there's a reason theyre cheap! Hope that helps! :D Best of luck!
The Wacom Bamboo tablets are pretty good, and are around the right price.
To OP, there's a different between a "Tablet PC" and a "Tablet" (or "Graphics Tablet"). Just a heads up ;)

Google Wacom Bamboo thats where you should start, Its where I started and still am.

I dont think people understand the term tablet pc lol.. anyway I went down that road and in the end it wasnt pretty.. Ive had about 3 now.. the first seemed to be the best for touchscreen so I thought it would be awesome for my drawing straight from japan :S it broke within like 6 weeks and I never got a reund (300 pounds) then I got one from the uk but it was slow, and not a good touchscreen.. in the end I just bout an ipad and its the best for me for my drawing (and animating to an extent).. hope this helps. oh and for the record BAMBOO TABLET FTW!

OP, it seems like no-one knows enough about tablet PCs to give you a good suggestion or point you in the right direction. I'd say look elsewhere and see if you can get some better advice.

There's a difference between a tablet pc and a graphics tablet.
I use a Fujitsu LIFEBOOK T730 and it's worth every dime I saved up for it.
I've also got a Toshiba Portege M400 refurb that I picked up for $250 that has a Penabled Wacom digitizer. It's beat up, a bit slow, but as a cheap cintiq alternative it does the job. A quick search on ebay has a dozen of them in that price range.

There's absolutely nothing wrong with Bamboo tablets. I've had mine for 2 years and beaten it all to hell. It still works just as the day I bought it. It's a great size, not too bulky, not small enough to lose. I think it came with replacement nibs, but I lost those. That's on my own irresponsibility though.
