Not to my knowledge, and it would make more sense to keep quiet about it anyway: The more attention you give your security systems the more people will want to screw with them and find ways around it. Not boasting about it makes it less likely to be attacked before they can be sure it's moron-proof.

Depends entirely on what liljim says. I don't think anyone outside of the staff know the details of exactly what's been put in place here, aside from the fact that it makes voting through proxies difficult if not impossible.

School kids have been known to use public-access computers, such as those in their school, to fuck with NG's voting / awards system. At the end of the day, no-one can be sure who's on the other end of the school's IP, and if you're going to implement an anti-idiot system like this, it wouldn't do much good if they can just go use another computer that isn't really theirs to bypass it.
Or it might be something completely different. I dunno. Just my random guestimates; the staff would be able to tell you for certain.
