Actually, it was, I once had checked it, and it was taken, but just like I once took the name "Admiral" from a user who had never been active, he just asked Wade to change his name to Death, which was of a non-active user since like 00 or something.
You can let your name be changed to a name already given to an account, but it has to be a pretty old and COMPLETELY inactive account.

It was taken many years before that. But it was inactive and someone got a name change to that.
