App usually stands for application, which is a form you fill in.
I think ethnic app means a form you fill in about your ethnicity, which is your heritage, like US or Canada.
App is also a popular terms for an iphone/android application for your phone, which can be virtually anything like a mp3 player, a gps or a translator.
