Alternatively if you're in FL Studio (puke) you can put a parametric EQ on a track and select the "old telephone" then automate it. I used to use it before a drop or something. its rad

Yeah, like the first guy said, a bandpass filter.
What you're essentially doing is making the low and high frequency sounds softer while amplifying the mid-to-high range frequency.

I've found that on the program Wavepad (which you can download and use as a trial for free) you can either use the effect "AM Radio Effect" or "Telephone Effect" (which ever suits your purpose) works pretty well.
