I want to try and keep this consistent every Friday, since it really helps to stay on top of portal submissions and everyone involved seems to enjoy it! Can I vote each day for the Best Of The Month as I do with submissions or is it a one time thing?
You sometimes you say "Check if you are in the voting panel". What does this mean? Some people can't vote?
How are submissions ordered in the voting page? Randomly?

The voting is held towards the start of the month. You only get to vote once for the previous month's best.

Only users who are ranked in the top several thousand (top 10,000?) in Experience can vote (as well as staff, mods and I believe the authors). If a user who is eligible isn't active in the previous month then it's passed on to the next active user.

It appears to be random, or could be by date or time posted on the frontpage.

oh fortuna has been public domain for years, since many people use royalty free music maybe they should have their movies stripped of monthly awards. Also, why not just give the award to proper rapters since the cccr symbol belongs to russia. I understand that there are the winds of change, but there are limits.
