It's usually to stability issues as vista and 7 are GL vamps. Ive seen programs work in classic but not in aero. But not only that, winxp provides the user with as much efficiency as the standard OS, they dont want you to fap about with the extras you get with win7 etc. They dont see it as a necessary requirement for you to do your work as all software installed on that machine is robust on the current OS they use.

They will however upgrade as many xp systems are still running 32bits. Eventually they'll realise that 64 opens the agility to make the users progression quicker, to whatever they are doing. However XP64 is rather unstable compared to win7 64. Another factor is cost, it's very costly to upgrade an OS which you really dont desperately need to. Because remember, when they upgrade that, they have to do them all, and then there is the networking of the new OS to think about, and the security, which could be different. So they'll upgrade eventually, just whether you'll be still there is another thing. :P
