How would I do this or can someone do it for me?
Or I need the rail part bend so it will match the rest of the tracks.
Below is the image I need bent/modified.

If you're using Photoshop you can find the Warp Tool under Edit > Transform > Warp.
You'll probably get together a series of tracks (long enough to form the arc's length), then warp them round to meet 90 degrees. Then you can touch up the details, since the planks under the tracks are going to get distorted.
If you want somebody to do this for you, I'd recommend posting a picture of the path you want the corner to make, attached to your current track design.
What size are the tiles at? Is this the actual size of them because it is an odd size. I'll try, and you can cut it down to the needed size.
It ain't perfect, but oh well. =P Hope it helps at least.
