As to what I can guess, hair such as that is a sign of maturing. In lot of Japanese porn (which I've never watched myself honestly) many of the women are unshaved at various places (guess where).
This all just a guess. You can't put all Japanese people into one group and say that everybody is like that in Japan. That nobody shaves, and it because they think it's hot.
