Feedback for what? You haven't given any of your ideas.
Show some of your own animation/artistic work. If you don't even have Flash or a quality art program, or haven't had past experiences, chances are you don't have a good idea. Seriously, if so, get the fuck out.

u want some artistic work we have no clue on how to animate but artistic work and programs is are thing heres some proof i draw the outline and he colors it also the idea's cannot be explain becuase are ideas are both sepret and to long to explain so if you want to know what it is we will explain it to you as the cartoon experment goes along there will be very littile talking lots of action and alot of randomness through out the whole series

it is becuase the ideas are sepret and to complicated to describe all i can do is say that there will be littile talking and much fighting and randomness animator will get credit for his/her handy work and what ever reward comes along with it. (NOTE: i am not saying there WILL be REWARD)

Can you make/post some character model sheets at least? To my understanding many promotional posters have detail that never shows up in the flash cartoon. If they're not streamlined it will be quite a time investment animating it. Unless you're keeping the anime-esque style with an anime-animation-made-for-TV approach then you're fine.
Actually, in summation, I think you should work on pitching your story.

Start with some character bios. What are their goals? What must they overcome? Etc. This can be shared. It tells the audience why we should care about these characters. No connection = No care
If you're serious about developing a pitch and this is unclear, ask me what to elaborate =)
Good luck,

they have no actual goals and bios well im not sure on what that is and i probably would be able to do them i just sorta dont know what your talking about sorry i am kind of new at this

This is a character model sheet: http://chriscarignan.com/class/edgar-mod el-sheet1.jpg
A bio is a 'biography'. This describes the character's personality, traits,.. what makes them unique compared to the group. Having a bio helps the animators a lot.
Hope you don't mind me asking, but is English your first language? I know a few translators that could probably help me explain the process better.
actually yes that is my first launguage i just didnt know what thoes words ment so thank you i dont really have much of model sheet but will a ordenairy picture do? and i do have biographys on them but sadly there old out dated and purley written

I suggest making model sheets for all the characters you wish to have animated first. Then type up short bios about each of them and include the bio with the corresponding character sheet.
The potential animators will better respect you for doing this, it shows your involvement, while also better illustrating your ideas to the public. This catches attention (if you do have a good idea) and the rest will snowball.
Work on the model sheets. That's probably the biggest hump to get over.
Good luck,
