Yeah, that's the basics, but you really don't need to put so many layers in.
Usually when people cell shade, there's only about 2 to 4 colours.

You need to think more about the shape of the sphere and where the most light would hit the ball and where it wouldn't and perhaps use some references and also you should try and draw freehand and if it doesn't look right then redo it or change it. To me at the moment it looks more like it's a toy ball with several bands of colour than it looks like the shadows.

Something like this: Drawn in paint, with brush, so that's why the white spots, I'm just showing you the way the light falls on a sphere.

Not bad. I see you're trying to do some reflections in the stream. When you do that, you have to be aware of the surroundings as well as how you shadow. Reflections will take the same angle as the shadows, and the reflections will be varying in size and shape according to what the object is.
