First you need to get a program with which you can make .swf files. The most commonly used program is Flash which can be downloaded from here. You can download a free 30 days trial, but after that you'll have to pay for it. Try some tutorials to learn how to use Flash. You can ask questions in the Flash Forum.

You can also use The Games Factory 2 which is free for Newgrounds users. It's a bit easier to learn than Flash, but it has less possibilites. You can ask questions about this program in the The Games Factory 2 Forum.
