Need more information than that if i am going to give you advice.
1. What graphical settings do you want? low/medium/high
2. What is your current PC specs?
3. if you are planning on upgrading your computer for this, what is your budget?
I want them to run on high, and my budget is about $500 for a new computer, and i forgot where to go to check your computer specs.

System properties.
Control Panel > System and Security > System.
Or just Computer > System Properties.
Ok i went to my computer and right clicked and selected propeties, what i found so far is i have 2.29 GHz and 1.75 gigs of ram.
I'm just going to assume you either have integrated graphics or a shitty graphics card in your computer at the moment.
Since saints row 2 is pretty badly optimized for PC you wll need the following specs to play it on high settings with no severe frame rate drops. (And by "high" i mean everything but AA and AF filtering)
A 3GHZ C2D processor of some sort (I would recommend the E6600 or an AMD equivalent)
At least a Nvidia 9800GTX or ATI 4870HD
2GB of DDR2 RAM would be enough (4GB would be really nice here)
For oblivion on the other hand. You don't really need a cutting end PC to play it on highest graphics.
A 2.4GHZ C2D Processor (E6600 Again or an AMD equivalent)
A Nvidia 8800GT would be enough (i don't know the ATI equivalent for this card)
2GB of RAM again (4GB wouldn't make a difference here)
But since your budget of £500 won't get you very far in terms of PC building. If you are good at finding deals and don't mind buying second hand parts. I think you could get the second computer for about £500. I wouldn't advise it though because the PC would be outdated as soon as you turn it on and it would probably die in a short time because of the second hand part you would need to buy.
My advice? Buy the games on a console.
Im getting a nice paying job in april so my max budget would be around $1,000 area, and im not a huge fan of console gaming because controllers are uncomfortable for me to handle and i just think its stupid to a $300 console then spend over $20 for a game thats some what old when i can use that money to upgrade or buy a new computer and i can get the same game off steam for just $8.
And lets say i do have $1,000 what could i get and how deccent would it be?

Under $500 Canadian: This?

Thats not to bad, and its only around $500, something around $1,000 would be pretty damn good.

Yeah, the PC I just got for xmas could run Saints Row 2 nearly maxed, and there's no way my Aunt would spend close to $1000 on me. I'm sure you'll find something good.
Ok, how much would something with quad core, 4.0 GHz, and 10 gigs of ram cost?

2-3000 depending on discounts, shipping, and how much you already have.

Why the hell do you need 10GB of RAM? 6 is plenty... Hell, you could even go with 4 like myself and be fine. 10 is like extreme overkill. As far as I know, no games can even utilize more than 4GB of RAM Right now, so I don't know why you would want 10GB.
For gaming anyway.

When i want something to work and work good i don't fuck around lol. I guess i can go with 6-7 if its cheaper. my cousin custom built a computer he calls ''el beast'' it cost him $4,000 just to make it.

You can make something work without going super overkill on it. Also your cousin probably spent a lot more money than he needed too, or has unnecessarily powerful parts.
Not really sure on this, but I think Win7 x64 can only utilize 8GB of RAM. Honestly you should just go for 4GB of DDR3 RAM, that's really all you need. It's dirt cheap too, you can actually get like 6GB of DDR3 RAM for around $70.
You could easily upgrade your RAM, get a Quad core CPU, and a GPU with $500, maybe even less. High end stuff too.
It would cost more to completely build a new computer though, but as others said you could, it just would be pretty low end.
I need an über gaming computer than runs things smoothly and will last a very long time, and have it preferably windows xp.

It's going to cost more than $500.

Windows XP 64bit can only use up to 4GB DDR2 RAM, so anything else is literally useless, when it comes to gaming, you only really need a half decent processor and then buy a good graphics card so you can get pretty good FPS while playing.

$2000 for a desktop when you can build one with the same parts for half it's price? Wow, those poor people who actually pay for that.
