They're videogame characters. If they don't look attractive then no one will want to play as that character.

Now that I've played the latest gen, I can say that the female trainers are certainly more sensibly dressed even the "Lass'" who's always in a skimpy school uniform is in a less provocative form.

It doesn't matter in the video games since everything is 10x unrealistic. In the shows, however, pretty much all the main female characters wore short shorts and practically wore tiny shirts.

For example:

Misty- wore short shorts and tiny tight, had belly button showing, and a tiny shirt with straps.
May- short shorts and wore a t-shirt, more than misty
Dawn- skirt, long socks, and a tank top

So really, it seems that the earlier pokemon shows had more sluts than the current pokemon series.
