vector art/animation?

They are just built in effects you get with Adobe After Effects.

here is an example
timing and delicacy of the reveal are of course all down to you but
here is the basic idea of a mask designed to do what you asked about.

to make a mask you make a new layer above the picture you wish to
benefit from the mask... right click the layer and select 'mask'
