Now, I've reached my unscouted limit apparently.... So, if I want to get "recognition" to have a chance of being scouted, I feel as though I need to submit more things... Alas, I can't.
Of course though, this could also be my fault for the quality I put into the portal, though I'm not sure. Now, this may sound like I'm trying to GET scouted by this, but I'm not. I want to know if it's the quality that's needed/expected to even have a "chance".
Is this up to par? Should I submit more examples?

Some of the art is decent, some of it is not.
You should be able to tell which ones are pretty bad and remove those and submit better stuff.
Well the unscouted limit is suppose to get you to choose the best of the best and to have an ever changing roster of work to keep you in the public view. So every time you do a new piece that you think is better than one of your older ones, delete the old one and post the new. It'll also help you keep on top of the unscouted stack.
some of them are good. the first one is my fav here I like it because it's clever and therefore interesting. Maybe throw some fanart in there.
Just delete some of your worse work, improve the overall quality of your pictures while shrinking the quantity. It's not quite up to par, but it's certainly getting there.
