No, it's not.
You can't see the unscouted section of the portal because you're not scouted (you can't be with less than 4 works, submit more, you might get scouted), but if you ever go in there, you'll understand why the system is in place.

The portal would be a horrid shitstorm without it. All the utter SHIT and MSPaint doodles that get submitted here shouldn't be shown to the public, so it's a damned good thing there's a system in place to filter it out.

Hmm.. glad to know the unscouted work does go somewhere. News to me. And a required 4 submissions, can't say I remember noticing that. I remember being scouted way way back with just my 3D picture, then I gambled a scout on a promising artist who in turn scouted an "MSPaint doodler" and thennn.. my status got revoked. I semi-gave up all together.
